Cell Info Service The Cell Info Service (CIS) is a front-end system (CBE) for the Cell Broadcast Centre (CBC). CIS allows the operator to have SMS-CB messages managed automatically, based on cell-specific information the operator has provided. CIS is designed to run in a batch process.
CIS is specifically meant to manage cell info messages on channel 50, and can display the location name but also a discount rate. For instance the discount for voice calls could depend on the capacity of the cell (low usage - high discount), or if the subscriber is in the home location with a choice between a mobile phone and a land-line phone (higher discount makes mobile calls more attractive than land-line calls)
