LOCATION-BASED SMS PUBLIC WARNING
Everbridge Public Warning is a multi-channel solution with location-based SMS (LB-SMS) as its primary channel.
SMS is, undoubtedly, a globally known technology. LB-SMS systems combine the advantages of text messages, which are supported by almost all mobile phones worldwide, with the cell-based location data accuracy of mobile networks. LB-SMS send alerts to all of the cell phones within the radius of the cell tower. No requirement for opt-in. With easy two-way communication, LB-SMS lets you seamlessly engage with people to check whether they are safe and to receive requests for assistance.
LB-SMS also delivers insights into population movements. From the total number of SIM cards in an area you can make estimates of crowd sizes for planning purposes and deployment of emergency personnel. This crowd monitoring functionality enables you to confirm, for example, whether you’ve successfully evacuated an area.

What is Cell Broadcast?
A mobile network consists of 100.000s or millions of cells. Cell Broadcast enables users to send a message to all Cell Broadcast-enabled handsets in a particular cell, group of cells, or the entire network.
Why deploy a Public Warning Service using the mobile network?
The mobile phone is a very personal device, which is carried with us everywhere we go. It is
therefore the best channel through which to reach a wider audience.
Why is Cell Broadcast an important primary technology channel for public warning?
There are several reasons: it can broadcast to millions of people in a matter of seconds; it is location specific, so can be targeted to all mobile devices in a disaster area; Cell Broadcast always works, even when the mobile network is congested.
Why is a multi-channel approach advisable for a Public Warning Solution?
A multi-channel approach allows you to send the right message, to the right audience, at the right time. In terms of crisis communication there are different audiences to address, outside of the emergency management organization. There are those within the affected area, adjacent to it as well as associated population such as family or residents. In addition, there is the press, media and the rest of the world. Selecting a channel with the appropriate attributes ensures that the communication is fit for purpose. For instance, broadcast, directive communication is best suited using Emergency Mobile Alerts, TV/Radio or Messaging technology (e.g. SMS). Social media and websites would be more suited to publication or informative based messages. Having a multi-channel approach facilitates relevant communication throughout the duration of the event, reaching the highest percentage of the population.
Do Cell Broadcasts reach visitors from abroad?
Yes. Every handset connected to the mobile network will receive a message.
How many people do you reach with Cell Broadcast?
Cell Broadcast is supported by Apple devices (IOS), Android devices and Windows since 2012. In countries that have selected Cell Broadcast to transmit public warning messages, up to 99% of the mobile handsets receive the cell broadcast message, reaching between 85-95% of the population within seconds after the government authorities have submitted the message. For example, the Emergency Mobile Alert service in New Zealand, Wireless Emergency Alerts in the US and NL-Alert in The Netherlands.
What is the maximum length of a Cell broadcast message and does it support URLs?
Cell Broadcast supports per CB-message a maximum message length of 1395 characters in Latin and 615 characters in Universal Coded Character Set (UCS-2) encoding in order to support e.g. Arabic, Chinese alphabet, Urdu, Greek alphabet.
Cell Broadcast message also supports the use of URLs and phone number in the alert message.
Can you receive the Cell Broadcast message multiple times
Although a Cell Broadcast public warning message is broadcast in a certain period and typically repeated typically every 30 seconds in the alert area (to reach new people entering the alert area), it is not possible to receive the same message multiple times. Each repeated CB message has the same message identifier (indicating the source of the message), and the same serial number. Using this information, the mobile telephone is able to identify and ignore broadcasts of already received messages. Where authorities have issued multiple different Cell Broadcast messages, you will, of course, receive all of those if you’re in the alert area or if you enter the alert area during the time a broadcast is active.
Does Cell Broadcast support an all-clear message?
Yes, Cell Broadcast supports an all-clear message. The broadcast message content or indeed, the alert area can be updated as incident conditions change during an event. If the authorities decide that the event is over, they can broadcast an all-clear message.
Isn’t Cell Broadcast an old technology?
Cell Broadcast is a mature technology, trusted and implemented across the globe. Using proven technology is an important factor when deciding which technology to use as the primary channel for emergency alert technology. Cell Broadcast works on 2G | 3G | 4G| 5G networks. The original 2G (GSM) standards date are continuously updated with new functionality (such as Device-based Geo-fencing) and incorporates new technologies, like 4G and 5G networks.
What is Device Based Geo Fencing?
This is a new feature of Cell Broadcast technology and allows for the alerting of citizens with very high accuracy (accuracy of several meters). Mobile devices that support Device-based Geo-fencing will use its location technology to determine if the device is located inside or outside the target area with an accuracy level of meters. If the device is inside the alert area it will display the message. With this new feature the authorities have greater alert precision. For instance, they can alert citizens on the left side of the highway, but not the right side. Device-based Geo-fencing allows the Alert Originator to broadcast the message only to the mobile devices in the intended target area.
